BLOC Design-Build, LLC offers our clients services and experience in four key areas: design-build of municipal and industrial process systems, instrumentation and control automation, SCADA, and a state-of-the-art, UL508A Panel Shop.
Our design-build experience allows our firm to combine engineers, architects, and other professionals under one agreement to provide turnkey solutions for projects – from concept through final construction. Our projects have included work on a wide range of assignments such as bridge rehabilitations; elevated storage tank demolitions; a 20-mile, 20-inch diameter water transmission main; a new sanitary landfill; the repair of a spillway; and a large natural gas pipeline and facility gathering system for multiple gas wells distributed over a large area.
Our electricians and instrumentation and control technicians work on a wide range of assignments that include electrical, instrumentation, and telemetry for industrial, water and wastewater facilities, and the oil and gas industry. Our staff includes designers, programmers, master electricians, and journeyman electricians. We develop and implement solutions for the power and control of facilities that are cost effective and easy to operate.
We also maintain and operate a UL508A panel shop in our Longview offices from which we design and build custom control panels that receive UL listings. We design and install panels for projects for clients that desire a turnkey solution to their process automation needs. All of our panels are developed in strict compliance with UL standards.
BLOC provides budgetary assistance to city and municipal entities to assure that from conception to final completion, we have met the needs of our clients.
From budgeting and scheduling control, negotiation of subcontracts and all details of the design and construction process, BLOC handles our client’s needs and they have only one party to deal with.

TRAINING
Our technicians have many years of experience in the implementation of new SCADA systems. The same programmers and installers who provide your new SCADA system are the same people who will be training your staff. They know the system thoroughly and pass that information along to your staff. We believe that the owner should own the system. It is more cost-effective for your employees to fully understand your new system and be able to perform basic troubleshooting.
Our standard training program consists of four hours of overview system training and four hours of hands-on training; the time spent depends on each customer’s abilities. We return in approximately one month and host a four-hour follow-up training session to answer any questions and provide a refresher course. Each attendee will receive a certificate of completion of the training. The City is also welcome to assign employees that would like to learn the entire system to shadow our technicians during installation.
OPERATIONS AND MAINTENANCE (O&M) MANUAL
The O&M manual is an important tool for your employees. We provide a complete O&M manual for each part installed by us in your system. This includes electrical schematics in CAD format for each panel, all PLC programs, and all necessary software licenses. Each panel will also have a hard copy of the electrical schematics and a USB drive containing the related PLC program and O&M manual. We also keep a backup of the complete O&M manual in our offices.
WARRANTY
Original Manufacturer’s warranty applies for all equipment.
BLOC warrants workmanship and labor for a period of one year from date of completed work.
BLOC Design-Build will not be liable for any loss, damage or delay arising out of failure to perform hereunder due to causes beyond its reasonable control, including without limitation, acts of God, acts or omissions of Buyer, acts of civil or military authority, fires, strikes, floods, epidemics, quarantine restrictions, war, riots, acts of terrorism, delays in transportation, or transportation embargoes.
